Can't send SMS or mms

Running swirly message on iPad in south africa, getting CMS error: 21 can't send SMS or mms, can receive though! Normally you have to enter in a message centre number for sms's, there is no configuration area for this is swirly setup , only the config parameters for mms.....?

CMS error 21 means that the network rejects the SMS even though it could have handled it. This usually means that SMS is not enabled on your carrier plan. Have you checked that with your carrier?
