It does appear that IF you are on a single AT&T Plan MediaNET Pay Per Use & MediaNET Unlimited cannot both be added to your account.
The reason why Pay Per Use was able to be added to those with a Family Plan (with an iPhone in the plan) is due to AT&T automatically including Pay Per Use on all non-iPhone plans (

Q. What pricing options are available for MEdia Net?
A. You can keep the pay as you go option that comes standard on most AT&T phones ($0.01 per KB), or for the best value, sign up for a money saving Unlimited MEdia Net plan.
I'm currently on the phone with an AT&T rep and he's been more then patient with me trying all kinds of things however these two plans cannot be added to individual accounts (non-Family Plan). Bummer!!
If anybody has better luck WITH INDIVIDUAL PLANS please post. We have already verified that this works on the Family Plans, now we just need a loophole for the individual plans.
