Keep trying I guess. This is roughly how the conversation went for me:
me: "Hi, I'm trying to send pictures to a friend via MMS, how can I do that?"
rep: "The iPhone can only send pictures using email"
me: "Well I have an app that can do it but I get a message that the MMS is blocked"
rep: "That's because the iPhone text plan only supports SMS type messages, would you like me to change it to the normal messaging plan that includes MMS? The cost is the same."
me: "Sure, that would be great!"
Now, my account is a business account which has it's own customer care center so that may make a difference, I don't know. The other method of changing to an unlimited family messaging plan via the web page also worked for me.
